Mike Pence honored his oath. Kamala Harris will honor her oath if the GOP wins.

I’m thinking the VP certification is ceremonial. Imagine if every four years all that needed to be done was object and that could prevent your opponent from assuming office. It’s unlikely a binding certification

I’m glad we didn’t need to test that theory in 2020. And I agree that Kamala will certify Trump’s victory if he wins in 2024.
