Being from Nebraska I remember the fact that you can’t combine subjects in bills.
I’ve heard of this requirement for ballot measures, didn’t know some states had it for bills by the legislature as well.
Nebraska actually does a lot of things right.
The Unicam is much more effective than most bi-cameral legislatures in small states (big states they make sense, but not is most of the mid-west, upper mid-west).
This example of only one issue per bill.
The legislature is also technically non partisan, but that doesn’t actually work as well as it should.
