This has a lot of the same aspects of when I used to work with Drug Court.

How Redondo Beach brought its homeless numbers to ‘functionally zero’

Looks like they’ve done some good work. I know people where I live doing similar things.

Here’s the scary part:

I know we had a lot of grants coming in.
One of my tasks was making sure everything was paid for out of the right funding mechanism.
I got a new boss once and explained to him all of our funding and what paid for what and he looked at me like I was speaking Greek
