The other version of that is if the only punishment is a fine, the law only exists for the poor.
If you can’t pay the fine, don’t do the crime. If I was poor I’d be extra careful to not break the law and have to deal with the consequences. Hell, I can easily afford to pay a fine but don’t break the law because that’s what decent human beings do, obey the law.
