If somebody doesn't pay off a debt, should his relatives be responsible for it?

I don’t know if the law has changed since then, but I was the executrix for my mother’s estate when she died forty years ago. At that time, the estate attorney that I used told me that he was required by law to put a public notice about her death in the newspaper and announce that if anyone had a claim for an unpaid bill, they should contact him within the time limit that was given to file such a claim. In addition, no funds were allowed to be distributed to her heirs prior to that deadline for filing a claim against the estate. However, a claim could not be made against the estate after it was settled.
